I can't and won't argue that AI is currently overhyped and that there are people whose lives are miserable because they're being forced to use bad AI implementations.
However, I see a lot of people around me who pay for LLMs from their own pocket when their employer won't foot the bill for them. And if it's their own money at stake, you can be pretty sure that they see some ROI there.

There is no ROI if they are not getting bigger salary. If they are not getting that, it is either a toy or work tool making m their salary go down.
When your expenses go up and financial gain stays the same, ROI went down.
