TLBIC (Time-Limited Local Basic Income Credit) is a proposed basic income system with three core mechanisms: it expires after a few months to prevent hoarding; it requires no application (support is automatically delivered before a person needs to ask); and it is restricted to the local economy and non‑speculative use. Its purpose is structural—to reduce the despair that comes from feeling there is no way out. This is one attempt to address the systemic despair that contributes to Japan’s tragic loss of over 20,000 lives to suicide each year.

I’ve run into the second major hurdle with the free version of the AI: simply having it carefully read the TLBIC Policy Proposal v7.0 text file caused it to reach its limit, making it impossible to even ask questions. Furthermore, even when I did ask questions, the AI’s responses skimmed the surface without actually answering them, instead merely praising the proposal.
I fully recognize that I am consuming significant computational resources at no cost, and I take responsibility for the burden this places on AI providers. Due to family circumstances, I cannot currently subscribe to paid plans, but I remain deeply grateful that these free‑tier services have made long‑term collaborative research possible.
Because of these constraints, I decided to restructure the proposal into three parts:
(1) Main Document
(2) Appendix: “Examining Bottom-Up Governance”
(3) Supplement: “Why I Wrote the TLBIC Policy Proposal”
Following the v8.0 Supplement, I have now completed the Appendix “Examining Bottom-Up Governance” and would like to share it here.
I am not a policy expert or an economist. I previously worked in a factory, and the loss of a colleague to suicide has remained a central motivation for this work. The proposal was developed almost entirely through long-term dialogue with multiple AI systems (Claude, ChatGPT, Gemini, Copilot, and DeepL). I cannot fully verify how much nuance is preserved in languages I cannot read, so if anything feels unclear or unnatural, I would appreciate hearing it.
